OLD ME LOADING DOCK CLOSED

August 20, 2014

This is a reminder that all deliveries must be received at the Keller Dock/New ME Dock.  Please be sure to tell all delivery people that they must use that dock.  Many deliveries continue to be made at the old ME dock and this is causing problems with the construction crews.
If you absolutely need to have something delivered to the old ME dock, you must schedule it in advance with me.  I will arrange with Mortenson to make this accommodation. 
The only people allowed at the old ME dock are the movers and riggers and I need to schedule their arrivals and departures with Mortenson.

FIRE ALARM NAC PANELS ON 3RD FLOOR OF OLD ME

July 21, 2014


The fire alarm panels NAC on the 3rd floor of old ME will be shut down as of Tuesday, July 22, 2014 so that they can be moved out of the restroom and into their new location within old ME.  This will manly affect the two smoke detectors at the elevator on the 4th floor and the strobes on the 4th floor.  It will not compromise the sprinkler coverage.  The fire alarm should be turned back on by the end of the day on Friday, July 25.

MORTENSON STAGING AREA FOR PHASE 2 HEAPR

Below is the document outlining the Mortenson staging are for Phase 2 of the HEAPR project.  Mortenson will be taking over the entire back parking lot.  Therefore, the old ME receiving dock will not be accessible.  Beginning August 1 or shortly there after, you will want to have any deliveries directed to the receiving dock in new ME.  If for some reason, the old ME receiving dock needs to be accessed, you will need to make those arrangements with me prior to the delivery.  I will need to make arrangements with Mortenson to use that dock.

NEW POLICY ON BACKGROUND CHECKS AND OFFER LETTERS

As of July 1, 2014, all new hires are required by University Policy to have background checks conducted on them prior to starting the new position.  This applies to all positions except student positions.  So if you want to hire a temp/casual employee or any other employee group, please be mindful that we need to do a background check, which takes about a week. 

Offer letters are also now required for all new positions including Temp/Casual positions.  In the new offer letters, it describes the process to the new employee about what to do to get the background check completed.  I initiate the process and the new employee needs to complete their paperwork and submit it to complete the process. So please contact me prior to hiring any new employees including temp/casual employees.

OLD ME POWER OUTAGE TODAY, 7/14/14

As you probably know, we had a power outage in old ME today due to the electrical grid in FM at the 4th Street Sub Station.
Power has now been restored.  This is a friendly reminder to double check any of your pieces of research equipment, refrigerators, freezers, etc. that you may have in your labs or offices to make sure they are back up and running.
We recently had a situation where many years worth of research samples were destroyed because the freezers they were in somehow got accidentally unplugged.

ME CONSTRUCTION 3 WEEK LOOK AHEAD SCHEDULE

As discussed at the Town Hall meeting, I am inserting a copy of the three-week look ahead construction schedule for the dates of July 7 through August 1, 2014.  The jack hammering and cement drilling in the demolition of the bathrooms should be mostly complete by the end of this week.  I realize it has been rather noisy for the classes in the UNITE classrooms.

MERCURY LIGHTBULBS

July 9, 2014


When cleaning out the various labs and offices, please be aware that you cannot throw away light bulbs in the general trash.  They contain mercury.  We found several mercury light bulbs in a dumpster on one of our floors in the old ME building.

Here's an example of what we found.  Please put these aside for hazardous disposal.

Communication With Contractors in ME Building

June 18, 2014

I have just been informed that a staff member approached one of the construction workers and asked them to stop working because it was too loud. This is inappropriate.  The construction crews have been told that they do not take any direction from any department members and they are to keep working, unless told so by the contractor. 
The appropriate communication protocol is for anyone with concerns and issues to notify me and I will interact with the contractor to resolve any issues.  Unfortunately, it is going to be very noisy for the next 18 months.

CHILLER WATER OUTAGE

Old ME will be having a chilled water outage on June 17, 2014 from 6:00 a.m. to 2:00 p.m.  This outage will only affect the UNITE classrooms and ME 10A.  So the computer lab in ME 10A will not have any cooling during this time period.

All other chilled water lines located in old ME will still be functioning.

UPCOMING ELECTRICAL OUTAGES

June 12, 2013


Mortenson has scheduled two electrical outages next week.

The first outage is scheduled for Tuesday, June 17, 2014 in the new ME Building from 6:30 a.m. to 9:30 a.m.  We will have some power from the back up generator.

The second outage is scheduled for Wednesday, June 18, 2014 in the Old ME Building and Akerman from 4:30 a.m. to 6:00 a.m.

FISCAL YEAR CLOSE-OUT: IMPACT ON PURCHASING

Hello!

It is that time of year again; fiscal close-out.
In regards to purchasing, that means that all purchase order requests utilizing a fabrication ID must be turned in no later than Monday, June 23rd.
This will provide us with enough time to enter orders and allow for any unexpected delays in the purchasing process.
*As a friendly reminder, PCards cannot be used for purchasing items with a fabrication ID.
Submitting a purchase order is the only way you may purchase items with a FAB ID year-round; not just during fiscal close-out.*

Paint Fumes in Old ME

As we continue to paint throughout the Zone C (Basement of Link) there may be some strong smells. We are exhausting the area out the West side windows as we go. If there are any questions regarding what products we are using we have the MSDS sheets in our office for anyone to review. There are no hazardous materials being used that would be a cause of concern.

FY15 Fringe Benefit Rates Approved for Use on Sponsored Projects

The University of Minnesota has reached an agreement with the Department of Health and Human Services (DHHS) on the FY15 fringe benefit rates to be charged under the new Simplify Fringe model.  The future rates and the current rates are shown below:

FY15 Fringe Benefit Rates
Academic = 33.8%
Non-Academic = 26.3%
Graduate with UPlan Health = 21.4%
Graduate with GA Health = 16.6%
Trades/Partial Benefits = 7.7%
FY14 Fringe Benefit Rates
Academic = 33.6%
Non-Academic = 36.8%
Student Professional = 23.1%

The new fringe benefit rates should be used in sponsored proposal budgets for all work that will be conducted on or after July 1, 2014.  PI’s and their staff are encouraged to use the new rates in their proposals immediately if the project will be conducted in the next fiscal year.
To accommodate proposals that have already been submitted to SPA, or are in progress in the academic departments, SPA will allow the old rates to be used during a brief period of transition.  However, all proposals submitted to SPA on or after June 23rd will be expected to incorporate the new rates.  EGMS will be updated shortly to reflect the new fringe benefit rates.

The FY15 fringe rate matrix distributed by the Budget Office is attached and will also be posted shortly on the budget policy page found at  http://www.policy.umn.edu/Policies/Finance/Budget/BUDGET.html.  Please keep in mind that, under the University’s Simply Fringe model the new rates apply to all employees, both full time and part time, who are in the rate group.

The Men's restrooms and the drinking fountains near the restrooms will be taken off line tomorrow.  You will need to use the restrooms and drinking fountains in either new ME or Akerman.

There will also be an electrical outage tomorrow, May 22, 2014, from 6:00 a.m. to 7:00 a.m. in any room EAST of the freight elevator on floors 3 and 4 of old ME.  Please note this is a correction to a previous post.

On Wednesday, May 28, 2014:

There will be an electrical outage in the New ME Building on Wednesday, May 28, 2014 from 6:30 a.m. to 9:30 a.m.  During this period, you will not be able to use any fume hoods or the freight elevator in the new building.

New Gas Cylinder Storage Area

The gas cylinder storage area has been moved due to the HEAPR construction project.  It has moved from beside the wall adjacent to the freight elevator into the area in the same room that Facilities Management was storing its supplies and equipment.  Due to the small size of the new gas cylinder storage area, I urge you to pick up any gas cylinders as soon as possible after they arrive.

PERFORMANCE REVIEWS ARE DUE NO LATER THAN MAY 30

Just a reminder that performance reviews for all employees are due no later than May 30, 2014. 

The approved form for P/A, Post Docs, and civil service employees is on the ME Website in the Forms section, under Human Resources.  Here's the link:  http://www.me.umn.edu/intranet/forms/index.shtml

The graduate student reviews are being handled via a Google form.  The Payroll staff have been sending out emails to remind you to complete those. 

For undergraduate student employees, their reviews will be handled the same as the grad students.  You should be hearing from the Payroll staff shortly about completing those.

FY15 FRINGE BENEFIT RATES - SIMPLIFIED FRINGE

The University is adopting what they are calling "Simplified Fringe" rates beginning in FY15.  Under the Simplified Fringe, the full fringe rate is charged for all employees in the fringe group regardless of the term of the appointment, the funding source, or percent time of the appointment/standard hours of work.

The new fringe rates are as follows:

Academic and Police:  33.9% rate
Non-Academic, includes all civil service and labor represented classifications:  26.4% rate
Partial Benefits, includes all temp/casual classifications:  7.7% rate
Grad Asst GA Heath, includes all Graduate Students with and without tuition benefits:  16.8% rate
Graduate UPlan, includes all Post Doctoral Associates:  21.5% rate

These rates are currently only for use on non-sponsored chart strings.

Once these fringe rates are approved by the Federal Government, they will then be applied to all sponsored projects as well.

IMPORTANT OLD ME BUILDING RENOVATION NOTICES

May 9, 2014


The women's restrooms in old ME will be closed for renovation beginning Wednesday, May 14, 2014.  Women will need to use the restrooms in new ME or in Akerman.

The men's restrooms in old ME will be closed for renovation shortly after next Wednesday.  Men will need to use the restrooms in new ME or in Akerman.

The freight elevator in old ME will be shut down completely beginning mid-June.  It is scheduled to be down until about November 2014.  The access tunnel being build between the foundry area and new ME will be complete and usable.  All deliveries will need to be made at the dock in new ME.

Temporary custodial closets have been constructed in the 2nd floor link hallway and on the 3rd floor hallway at the top of the stairs.  These temporary structures will be there until the new custodial closets are completed in old ME.

CODE OF ETHICS FOR DEPARTMENT STAFF RESPONSIBLE FOR BUYING

Anyone involved in a Purchasing transaction (from requesters, UMarket shoppers to processors and approvers,) are obligated to sign a Code of Ethics form.  See attached.  Departments are required to keep copies of the employee signed Code of Ethics on file and available for audit .  Purchasing Services confirmed at the Clusters Directors meeting yesterday that the Code of Ethics form is auditable.

I will have the form put on our Intranet Site under the Forms sections.  Everyone, including graduate students, that do any kind of purchasing must sign one of these forms.  Please put your completed forms in my mailbox.

CSE 2014-15 Compensation Plan for Faculty, P&A Staff, and Civil Service Staff

Written performance evaluations are required for all employee as stipulated by University policy. As a reminder the mandatory due date for performance reviews is May 30, 2014.

All Civil Service, non-bargaining unit employees, will receive a 2.5% across the board salary increase.  The bargaining-unit employees compensation will be as negotiated in their respective contracts.

All units are expected to provide an average salary increase of 2.5% to faculty, P&A employees, and Post Docs.

All increases for faculty, P&A staff, and Post-Doctoral Associates are to be merit-based.  Increases for employees in CSE of less than 0.5% and greater than 4.5% will require a documented justification and the approval of Dean Crouch.

Salary increases for your P&A staff and Post-Docs must be sent to me by Wednesday, May 14.  I have to turn them in to the Dean's office by May 16.

US Bank Card Activation Process

To activate your new PCard:
  1. Save the paper on which the card arrived in a secure location; be sure to white out or cross out the full account number that appears on the sheet. Why save this paper? The paper includes an address you will need in the future when making certain kinds of purchases.
    • If a merchant requests a "bill to address" or a "verification address", give them the address that appears on the sheet. Merchants who request this information send it to the bank as an additional verification of the card. It is important to provide the address it in the exact format it appears (including abbreviations and order of information). For example, if the address is listed as 123 North Smith St, and the merchant is given 123 Smith Street N, it will not match and the card may be declined.
    • If the merchant requests a telephone number for verification, give them the PCard Program Administrator's telephone number: 612-626-1562.
  2. Call 1-800-344-5696.

  3. Enter the card number when prompted.

  4. Enter the last four digits of your Employee ID (EmplID) when prompted for your unique identifier. Do not use your Social Security Number.

NEW CSE PERFORMANCE REVIEW FORM

The CSE Performance Review Form has now been uploaded to our ME Intranet Web Site.  It is in "FORMS" section under the heading of "Human Resources."  Please use this form for conducting P/A, Post Doc, and Civil Service Represented and Non-Represented staff reviews.  The instructions for completing the form are also included.

All performance reviews are required to be completed by May 30, 2014.  For questions, please see me.

New US Bank Purchasing/Procurement Cards Arriving In Your Mailbox

The new purchasing/procurement cards from US Bank have begun arriving.   US Bank was supposed to mail all of the ME cards to my attention for processing.  This did not happen.  I have been trying to catch them as they arrive in your mailbox.  If you find a new credit card in your mailbox and the envelope has not been opened, please send the last four digits of your new account number to MEPURCH@umn.edu.  We need to record the last four digits.

Please do not be alarmed if you have an open envelope in your mailbox.  That means we have all ready recorded the last four digits of your new credit card.

You can begin using the card May 1, 2014 after you activate it.  If you have any questions, please contact me.

SPRING CLEANING OF OFFICES AND LABS

Spring is always a good time to think about cleaning out labs and offices.  Richard and Dane are available to stock you up on recycle bins, trash bins, confidential shredding bins, etc. if you are in the mood to do some clean out of old files, equipment, furnishings, etc.  With the ongoing building project, we encourage you to clean out non-needed items.  Every little bit helps.

Please send an email to mebuild@umn.edu to request any assistance you may need.  Remember that all computers, electronics and any electrical items need to be brought to ENET for disposal.  This includes any electrical items including wire and power cords.  They cannot go in to the trash.

New Procurement Cards Coming Replacing the Wells Fargo P Cards

The University has changed vendors for the procurement card (P-Card) program.  US Bank will be the new vendor replacing Wells Fargo.  The new P card will be a VISA; whereas they were previously Mastercard.  The new cards will be sent to me as the Designated Card Administrator (DCA) and I will put them in your mailbox.  This change is effective May 1, 2014. 

Your Wells Fargo card will be turned off as of May 1 and the US Bank card will be turned on as of May 1, 2014.  If you will be traveling over May 1 and have a need to use your P card, please contact me immediately.  We can make provisions for this.  Instructions on how to activate your new card will come with the card.  One new feature with US Bank is the Access Online tool which allows P-Card cardholders an ability to view your transactions, report disputes and fraud.  This should assist you when reconciling your charges.

PERFORMANCE REVIEWS DUE TO DEAN'S OFFICE MAY 30

MANDATORY PERFORMANCE REVIEWS ARE DUE TO THE CSE DEAN'S OFFICE BY MAY 30, 2014.  

All Faculty, Civil Service, P/A, and Graduate Students must have a signed performance review completed by their supervisor and submitted to the ME Payroll office by May 28 so we can make copies and get them to the Dean's office by Friday, May 30.

A new review form for Civil Service and P/A staff will be available for use in the next day or two on our web site.  We need to use this form to prepare for the college wide move to merit pay next year for all employees.  For the Grad Students, we will continue to use the one page form that was previously developed.
